I think the reason that some people are against these kind of changes
lies in the fact that there are currently 4,271 open issues in the core
bugtracker. Many of these should be closed because of several reasons
(version not supported anymore, configuration error, duplicates, not
able to reproduce the problem, etc.), but many are still valid problems.
If you compare this with the amount of time that is spent on discussing
things like a closing PHP tag, non-functional annotations, etc. I can
see why there is some resistance.
Most CGL rules are useful in increasing readability or (for example
@param and @return annotations) help in spotting problems in IDEs.
Just my opinion.
