[TYPO3-core] FYI: openid library update

Hi all!

The 3rd party library behind OpenID extension is updated in the master 
branch. I also created RFCs for 4.5, 4.6 and 4.7. If you think we should 
not update any of these branches, you can go to review.typo3.org and vote 
down the corresponding RFC. However I suggest to update the library in all 
supported branches because it is generally good to have fresh versions of 
such components. I will submit changes to corresponding branches either at 
the end of this week or in the middle of the next week.
