[TYPO3-core] Refactor sys_notes

Hi,
wouldn't it make sence to not "copy" it 1:1 but make something more like 
a task list out of it? I have never seen a customer so far who used 
sys_note and the handling(creating new, changing, deleting) is quite 
complicated for me.
