[TYPO3-core] Release-Cycle and Maintenance-Policy of TYPO3

I'm not a programmer, but only an integrator...
In my opinion a 6 month cycle is too short. I know that this discussion
has been done many times before, but with an annual publication date, it
would be more relaxed to follow the releases in customer projects.

Here are a few thoughts from me (sorry for the German notes in PDF)
