[TYPO3-core] simulate_static ... repo anywhere? #36025

Hi,

just tried to test https://review.typo3.org/#/c/10452/ and found that I 
was unable to find the repository for simulate_static. Where is it?

* I know that it was never really put together fully in the sysext, but 
I assume someone (Markus?) is working on a TER release - so there must 
be a repo somewhere ;)
