[TYPO3-core] Better usage of votes on Forge

Hey Francois,

nice idea, but we need some good way of communicating that everybody
could take an issue and fix it, but also that this means that there is
no guarantee that this bug will be fixed.

However, I really think this could bring some more feedback from the
larger community, if we tell everybody (the reporters and the coders)
how to use it.

Looking forward to see this feature in action!
