[TYPO3-core] Adding visibility to methods and variables within t3lib_tcemain?

Hi,
seems there has been no really decision.
Therefore I'm for the wrapper with __call for methods as this is easy to
add, only brings performance drawbacks for people using old stuff,
ensures backwards compatibility as far as possible and at the same time
opens up a great possibility for cleaning the Code base.

This __call wrappers than should be removed in 6.2
