[TYPO3-core] Adding visibility to methods and variables within t3lib_tcemain?

Hi,

this would still mean that extension would break when using the new api
or when the old one is removed and methods are not callable anymore.

I see no benefit besides having the troubles 2 versions later + twice
the time for bugfixing
