We've already had a discussion on the extension coordination team list 
about this. The plans have been delayed a bit because TER_fe was planned 
to be rewritten for the typo3.org relaunch. Now that most parts of 
TER_fe are present again we can start with the TER clean up again for 
which TER_fe has to adjusted slightly:

- make explicit TYPO3 dependency mandatory (checked during upload)
- mark extensions in the current TER database as "outdated" after a 
grace period
- mark extensions "outdated" which are not explicitly compatible with 
one of the supported TYPO3 versions
- do not display extensions which are "outdated" in TER by default 
(option to include "outdated" extensions)
- display "outdated" extensions in the EM in a slightly different way 
(just as insecure extensions are displayed slightly different)
