We are planning to let the TER force a depency on a currently supported 
TYPO3 version (solution is backwards compatible with current Extension 
Managers). The problem is with the EM in existing installations. It 
always suggests to install the latest version and if I remember 
correctly it doesn't check dependencies at that point.

We can change the EM behaviour in current branches, but it doesn't help 
with existing installations (if people don't upgrade if newer versions 
of their core are not security updates).
