[TYPO3-core] New Version Schedules, Deprecation, etc.

I found an interesting article about scheduling new versions of software 
at heise.de (sorry, but only german):

I short, they say
   - Users hate new versions/updates
   - Developpers like new versions

And I think, they are right: Users hate updates, especially when 
something breakes.
Maybe we should (once again) re-think about
   - the strict deprecation schedule and
   - the 6 month release cycle

Sorry for coming up again with these long dicussed themes,
but the heise.de article almost forced me to write this note...
