[TYPO3-core] TYPO3 Core Budget from the T3A for 2012

Hi Helmut,

usually when the budget requests are judged upon, higher budget requests 
of areas where there is a track record that only half or less of the 
budget of the previous year was used, are reduced to some degree to not 
unnecessarily reserve budget that's not going to be used later.
