[TYPO3-core] Cookie-Handling according to EU-law.

Hi folks,

for what it's worth: I modified the session handling in FLOW3 (for the upcoming 1.1 release)
so that a cookie is only sent (and thus a session only started) if really needed. We solve
that through an annotation attached to those methods which require and therefore should
trigger a session (@FLOW3\Session(autostart=true)).

To be honest, I don't see how that could be implemented in TYPO3 in an backwards
compatible way. But I hope this helps anyway, somehow …
