[TYPO3-core] Migrating the system extension manuals to ReStructured Text

I think, we shouldn't have the full-blown menu in the documentation.
It takes a lot of space and the documentation-specific menus would
become to tiny.

As long as the URLs are final, we can IMHO start with a kind of
separated sub-site like we have with http://typo3.org/api /
http://api.typo3.org
