[TYPO3-core] GIT: create a new remote branch?

someone can maybe help? I wanna create a remote branch and IMO this
should be

git push origin HEAD:refs/heads/fo
-------

response: ! [remote rejected] HEAD -> fo (prohibited by Gerrit).
