[TYPO3-core] Ending usage of the Pending Documentation page

Hi all,

The Documentation Team and the Core Team have jointly decided to drop 
usage of the Pending Documentation page in the wiki for documenting 
changes to TYPO3. Instead we will from now on use the relevant official 
manuals bug trackers.

*This will be effective as of the development of TYPO3 4.7 (hence next 
week ;-) ).*
