[TYPO3-core] Critical issue with 4.6 RC1 (and below) on Windows

Dear Developers,

I would like to draw your attention to the fact that you risk releasing 
new version of typo3 that will - by default - fail to run on Windows (& 
IIS) systems.

As per version 4.6, TYPO3 requires PHP 5.3. On Windows (using IIS), 
runing TYPO3 with php 5.3 yields the following error:


Fatal error: mcrypt_create_iv() [<a 
href='function.mcrypt-create-iv'>function.mcrypt-create-iv</a>]: Could 
not gather sufficient random data in [typo3 
root]\t3lib\class.t3lib_div.php on line 1373

This issue is not limited to version 4.6.

Issue was already recognized in the past and addressed: 
http://forge.typo3.org/issues/24410

However, it seems it was not yet integrated (commited) to the trunk.

I would really appreciate your attention on this issue.
