in general: yes of course.
there is a difference between independent changes (that's ~98%(?) of the
use cases and well documented/proven) and changes that depend on each
other (not so often and probably not documented well yet).
Does your second change-request really depend on the first one, or is
this just something that "happend by accident"?
Also git (gerrit) supports differnt personal tastes/styles of working
(there are already three differnt ways to test a patch).
