[TYPO3-core] src-, dummy- and blankpackage: back and forth - and forth and back?!

That's correct. Concerning my last mail in response to Helmut, we can
also deliver the blankpackage for all versions.

The introduction package will only be created for the current stable
version and the version in development (4.5 and 4.6 in this case). For
4.5 LTS we might always have the introduction package - since it's LTS.
