[TYPO3-core] i missed the dummy package

Well, even on a Windows installation I'd like to make the 'dummy' part 
myself. Recent versions of Windows include the mklink command to make 
symlinks (soft, hard and 'directory junctions'). This way you don't need 
copies of the directories which are usually symlinked.
IIRC these Windows symlinks can't be packed in a zip (or other) archive.
