[TYPO3-core] RFC bug #16996: CSH tooltip shows for too long time

I just noticed that CSH texts can include HTML formatting (new in 4.5, isn't it?)
This gives also the possibility to add a helpful link, but the link can not be clicked because the 
tooltop vanishes when you leave the field label and want to hover the CSH text.

Can't we keep the tooltip as long as it's hovered?
