[TYPO3-core] RFC #17091: Pagetree: undelete recursive deleted pages only undeletes the top node, not the other child nodes of the deleted page

Problem:
The current deletion drop zone has some usability issues if you want to 
delete a page with sub-pages.

Solution:
1) Check if the user has the rights to delete pages recursivly and show the 
deletion drop zone only if the required rights are set
2) Don't show the recover dialog if an error occured
3) Don't show the recover dialog for pages with deleted subpages
4) Show a dialog if a user really want's to delete a page with subpages
5) Some small refactoring of the context deletion action to be reusable for 
the changes described above
