[TYPO3-core] RFC: #17193 Plupload should support overwriting of files

Hi,

i tested this with SteffenG and we found a lot of issues, only some to 
mention:
* max filesize was calculated wrong (fixed)
* rearrange of buttons (done)

not fixed:
* html4 doesn't work with more than 1 file (js error)
* no "too big" marking with d&d
* init values seems a bit unstable
* no label if d&d is possible
* max_file_size should be visible

I hope we can fix the last errors for final release, so here is my +1 
for this patch as it's just a step further
