Point taken #2.

I could see if we can get that into the dummy + intro packages.
Currently they ship with empty typo3temp/ directories. This won't help
"upgraders" of course. Maybe an Upgrade Wizard?

Alternative would be: have it generated by core (compressor code) but
configurable (so that it can be disabled). Would you agree to that?
