[TYPO3-core] RFC #17139: makeShortcutIcon() fails parse_url with REQUEST_URI

Problem:
makeShortcutIcon() calls parse_url with REQUEST_URI as parameter. This 
fails because parse_ul only works with urls and not with uris.

Solution:
Switch to REQUEST_URL

How to test:
- In list view select templavoila in context menu of an templavoila TO 
and then modify DS/TO. An error will occure.
