[TYPO3-core] RFC: #7969: indexing of external files may be prevented by php's open_basedir restriction

The patch for the trunk seems to be not ok.

We're working on a better variant (the new way of checking the ini
values is... well.. new :-)

But The patches for 4.2, 4.3+4.4 are ok, I always use them to patch
the latest TYPO3-Updates when installing them for the customers...
