[TYPO3-core] RFC #16926: database isn't updated during workspace-migration wizard

The patch didn't work for me. I guess that's because I tried it on an 
installation where extbase needed to be installed. I get a "#1270853878: 
TYPO3 Fatal Error: Extension key "extbase" was NOT loaded!" exception. 
Somehow the change to $GLOBALS['TYPO3_CONF_VARS']['EXT']['extList'] in 
tx_coreupdates_installsysexts::writeNewExtensionList() seems not be 
taken into account.

So -1 for now. Don't have time to check out more, sorry.
