[TYPO3-core] RFC #10898: [Bug]: typo3/db_new.php shows tables under another extension name

Problem:
If the title of a table isn't translated (has no leading LLL:EXT:) the
List of new content elements gets mixed up. This is because the variable
$_EXTKEY never gets filled in this case but is needed as a key for the
sorting.

Solution:
The patch attached in the bugtracker solves the problem by taking the
second name part of the table as a fall-back for the extension key.
