[TYPO3-core] RFC #15042: Accessing BE in fresh install fails with "No database selected"

I don't remember, why it was trunk only, but we need this for 4.4, too!
You can't install the Introduction Package by accessing /typo3/ 
(although it's described this way in the Getting Started!).

If nobody objects, I will commit this in ~48 hours.
