[TYPO3-core] RFC #13750: Bug: Several GIFBUILDER features broken for IM4, IM6 and GM

Another 25 days later and nothing has happened on any of the forked bug 
reports. The launch of 4.5.0 is approaching rapidly - planned release on 
26.1.2011. This will most likely be another TYPO3 version that is broken 
on Windows. Quite honestly I am losing faith.
