[TYPO3-core] FYI: Fixed bug #16946: htmlArea RTE: Mouse cursor should be move cursor in drag and drop tab

FYI: The attached SVN patch was committed.

Problem:
In image insertion dialogue, when the mouse is over a dragable image, 
the cursor does not change style.

Solution:
Change cursor into the move cursor over a dragable image.
