[TYPO3-core] RFC: #17719: Move donation popup to about module

Hi,

this is a SVN patch request.

This patch is a decision from t3a. The donation popup will be removed, 
instead an additional box is added permanent to the about screen, see 
screenshot.

Additional there is a hook where extension can display a custom box (in 
screenshot, last box is done by an extension via hook)
