[TYPO3-core] RFC #17458: Show 'Skip wizard' only in step 1 or step 2

Problem:
When using the 1-2-3 mode in the Install Tool, on each page there is a 
link 'Skip wizard'.

As this might lead to strange results when using this in the middle of 
the process, this link should only be displayed in step 1 or step 2, as 
no settings are changed yet.

Solution:
Only display the link in step 1 or step 2

The attached patches should take care of this.
17548.diff applies to both 4_5 and trunk. 17548_44.diff applies to the 
4_4 branch.
