[TYPO3-core] RFC #17541: cookies are not required in CLI mode / cookieSecure blocks cli

Problem:
Setting be-cookies in cli mode makes no sense and if cookieSecure is 
configured it also prevents any cli-script from running.

Solution:
Avoid in init.php that we try to use cookies.
