[TYPO3-core] RFC #17056 : Bug: Editing be_groups references non-existant file typo3/gfx/empty-empty

Problem:
Somewhere in the middle of the sprites for TCEforms a bug seems to be 
introduced:

The entries in the select for be_groups (while editing a be_group) has 
gfx/empty-empty as background-image defined.

This results in Error 404

Solution:
Check option-style tags, if the background to be added is a file and not 
a sprite icon (as they do not work as backgrounds). Else return empty 
style-attribute (and therefore no background).

Notes:
this was reported by Steffen G.
I overworked the first proposel of the patch form Sascha Korth, who 
already testet...
