[TYPO3-core] Additional branches on Git

Funny thing: Haymo from Gentis (the "Aloha Guy") also recommended this 
development process last week during his presentation.

I haven't read it fully, but with Gerrit we somehow differ to many other 
projects.

But I agree that me must think a bit different now and be open towards 
new possibilities. I especially disagree with SteffenK's "we must 
prohibit the sandbox branching". I would support people creating 
branches for projects, however it should be visible that they are not 
"official branches" (might be buggy/malicious).
One thing might be the space consumption.. if sb. puts in a 100MB file, 
everybody retrieves it..
