[TYPO3-core] How to push to a topic branch

Hi,

i would add that topic is the issue number. If we use topics, we should 
use it only this way, so noone starts with some fantasy topics :)

And - topics should be used if patches should go to older branches too. 
So this is an additional marker for this, even patches are not pushed at 
this time.

so, issues without topic: master omly
issues with topic: master + older branches
