[TYPO3-core] RFC: #15711: Render ModuleMenu with ExtJs, remove the frameset

Hi,

after moving ModuleMenu to TYPO3 namespace there were some adjustings 
needed.
Also thanks to Steffen Ritter who styled the splitbar for not being 
visible in the topbar.
