Problem:
TYPO3 Backend should display flags for translations as sprite icons

Notes:
the page-ts option for default language flag is no file anymore,but the 
iso2 code for the flag of the country which it belongs to. a fallback is 
ingerated

This is part three of a flag replacement,
part one (15229) provides new flags as sprite,
part two (15666) will refactor sys_languages table
