[TYPO3-core] RFC: Feature: #0016183: Edit TypoScript file content in t3editor

Attached v2 of the patch with
- t3lib_div::writeFile instead of file_put_contents
- throwing an exception if the file is not writeable

Still not in:
- fancy recursion detection (passing an array of filenames to the 
recursive call)
- whatever prevented this from working on Christians machine...
   - better start/end token detection?
