[TYPO3-core] FYI: Added feature #16127: htmlArea RTE: Add quick tips in character map

Problem:
Currently, when the mouse moves over a character, the entity name is 
displayed as html title. This is not quite sufficient for the user to 
know the meaning of the entity.

Solution:
Replace the html title with ExtJS quick tip with entity name as title 
and entity description in natural language as text of the quick tip.
