[TYPO3-core] RFC: #15978: Cleanup of sysext sys_note

This is a SVN patch request.

Problem:
The output of the sys_notes doesn't use the new skin. furthermore the
code is ugly.

Solution:
- changed calls to locallang file ending to xml
- added sql_free_result
- respect new skin
- cgl
- updated version

How to test:
- Install extension sys_note
- create a sys_note record on a page and switch to page module AND list
module => scroll to the bottom
- apply patch and revisit both modules
