Thanks Steffen. TCEforms will be handled in 16218. +1 on reading and
testing v4 and adding the minor finding (in db_list, the localization
panel was missing the sprites flags). Also added a comment to
t3lib_transl8tools::getSystemLanguages about the change in the iconFlag
return key.

Committed v4 + v4-dblist (attached here) to trunk rev. 9397.
