[TYPO3-core] RFC: #16315: New extension manager part 1: splitting classes

Hi,

as discussed with the RM team, the extension manager i commit it as FYI. 
This first part is about the class splitting and adds new classes which 
are used with ExtJS part. This part will come late WE or monday.

There is a new table "sys_ter" which holds information of repositories. 
it is possible to retrieve information from different repositories hold 
in cache_extensions.
Old module only handles the main repository, new em will let choose.

Please click on em in em (hehe) to update the tables.


According to this changes this is currently broken and will fixed at WE:

the updateExtensionList scheduler task doesn't update atm due a parser 
issue which will be fixed on WE by Marcus Krause.
