[TYPO3-core] RFC: Feature #16345: User Tools>User settings: get csh from any specified csh file

This is an SVN patch request.

Problem:
Extension Setup assumes that any csh specified in $TYPO3_USER_SETTINGS 
(User Settings Configuration) resides in its own csh file.

Solution:
The attached patch makes extension Setup honour a specification such as 
"csh_table_id:csh_label_id" so that if the table is extended by another 
extension it can also provide the csh labels for the added options.

How to test:
Using trunk revision 9330, after applying the patch, context sensitive 
help becomes available on the user settings options of the RTE tab added 
by htmlArea RTE.
