I am not sure you want that because content copied from inside the RTE 
would then also be cleaned.

When using the feature in TYPO3 BE and setup is installed, there is only 
one button in the toolbar, the toggle button, because the cleaning 
behaviour is set in User Settings, and is therefore persistent across 
user sessions.

Perhaps there could be a configuration option to have the toggle "on" 
when the RTE is loaded.
