[TYPO3-core] RFC: #14519: Toolbar menuitems alignment

this is a SVN patch request.

With the new BE design the align in following toolbar menus are broken:

* clear cache menu
* workspacemenu

ps: the javascript now is broken too as the toolbar script looks for 
image, but with the sprite api this changed to spans. I will fix that in 
seperate RFC, but would like to get #10377 in first so it doesn't have 
to be done again and again.
