[TYPO3-core] FYI: Fixed bug #14491: htmlArea RTE: disableColorPicker not always honoured

FYI: The attached SVN patch was committed.

Problem:
In trigger fields that display colour menus (Table operations and Insert 
tag dialogues), Page TSConfig option disableColorPicker is not honoured.

Solution:
Honour the option.
