[TYPO3-core] RFC #14461: TCEforms: Use fieldsets for palettes instead of tables

Just reviewed the patch. Pallettes are still working, with the 'show
secundary options' checkbox, and with the icon on the right site of the
field. HTML looks valid, and patch looks clean.
I vote a + 1
