[TYPO3-core] RFC #13379: Sprite Icon API

Hey Steffen,

committed this patch to trunk (rev. 7662).

Just for the rest: This patch actually completes the Sprite Icon API and 
removes the part that automatically created sprite css files for missing 
TCA tables without definitions. As Thomas Allmer stated, this shouldn't 
belong in the Sprite API, and now that we have another part in the core 
that does that, we can remove it again. We're getting closer...
